In Indonesia, PKKPR (Persetujuan Kesesuaian Kegiatan Pemanfaatan Ruang/Approval of Spatial Utilization Activity Conformity) has become a pivotal requirement not only in the property sector but also across various industries and business activities. Whether a property developer, a manufacturer, or a service-based entrepreneur, obtaining PKKPR is essential to proceed with land use or business licensing. This regulatory shift is part of Indonesia’s broader efforts to align spatial governance with economic growth and environmental sustainability.

What is PKKPR?

PKKPR is a government-issued approval that verifies whether your planned activity—whether business operations, construction, or other land use—is in accordance with the applicable spatial plan (Rencana Tata Ruang/RTR). Without this approval, you cannot legally proceed with most licensing procedures under Indonesia’s risk-based business licensing framework.

Legal Basis:

  1. Government Regulation of the Republic of Indonesia Number 21 of 2021 concerning Spatial Planning Implementation
    This regulation serves as the primary legal foundation for the formulation of spatial planning at both national and regional levels.

  2. Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 13 of 2021 concerning the Implementation of Spatial Utilization Activity Suitability and Synchronization of Spatial Utilization Programs
    This regulation sets out the procedures for the submission, verification, issuance, and dispute resolution related to the Spatial Utilization Activity Suitability (PKKPR).

  3. Government Regulation of the Republic of Indonesia Number 28 of 2025 concerning Risk-Based Business Licensing Implementation
    Under this regulation, the PKKPR is positioned as a critical component within the OSS (Online Single Submission) system, particularly in the business licensing process.

When is PKKPR Required?

PKKPR is required in the following cases:

  1. Before Land Use or Construction:
  • For property development (housing, apartments, industrial estates).
  • For infrastructure projects or land clearing.
  1. Before Business Licensing via OSS (Perizinan Berbasis Risiko):

When applying for NIB (Nomor Induk Berusaha) and sectoral permits based on KBLI (Klasifikasi Baku Lapangan Usaha Indonesia). Especially if the business location is not yet covered by a Detailed Spatial Plan (RDTR) in the OSS system.

How PKKPR Works in OSS-RBA

Indonesia’s OSS-RBA systemicon for new tab evaluates the business risk level by KBLI and location. If your business falls under medium to high risk and the location is not covered by a digital RDTR, you will be required to:

  1. Apply for PKKPR through OSS.
  2. Wait for manual spatial verification by ATR/BPN.
  3. Proceed to the next licensing stages after approval.

If the area is covered by RDTR, the OSS system will automatically issue a KKKPR (Konfirmasi Kesesuaian Kegiatan Pemanfaatan Ruang/Confirmation of Spatial Utilization Activity Conformity) in place of a PKKPR.
