Legal Requirement Before Occupying a Building in Indonesia

In Indonesia, SLF (Sertifikat Laik Fungsi/Function Worthiness Certificate) is a mandatory certification that confirms whether a building is safe, functional, and ready to be used. SLF is a non-negotiable requirement before a building can be legally occupied or used for any operational purpose. This obligation forms part of the government’s regulatory framework to uphold building safety, health, and usability standards.

What is SLF?

SLF is an official document issued by the Center or Local Government, depends on the jurisdiction, to declare that a building has met the minimum technical, safety, health, comfort, and usability standards as stipulated in its approved building plan. It serves as the final clearance before the property is allowed to be used or operated.

The certificate applies to:

  • New constructions,
  • Renovated buildings,
  • Buildings changing function (e.g., residential to commercial use).


Legal Basis

Types of SLF Certificates

There are four categories of SLF (Function Worthiness Certificate) based on the type and size of the building, as follows:

  1. Class A – Non-residential buildings with more than 8 floors
  2. Class B – Non-residential buildings with fewer than 8 floors
  3. Class C – Residential buildings with a floor area equal to or greater than 100 square meters
  4. Class D – Residential buildings with a floor area of less than 100 square meters

SLF Procedure

  1. Document Preparation
    Prepare all required legal documents, including proof of ownership, permits, and construction plans such as architectural drawings and building designs. Maintenance and repair history of the building should also be included as part of the documentation.
  2. SLF Application
    The application must be submitted online through the OSS system or the local licensing system, by uploading all required supporting documents.
  3. On-Site Inspection
    A team from the relevant Technical Department will conduct a physical inspection of the building, covering the following aspects:
    • Compliance with technical permits
    • Safety systems, sanitation, lighting, ventilation, and other utilities
    • Functionality of the building in accordance with its designated use
  4. Technical and Administrative Evaluation
    The Technical Department will assess whether the building complies with functional feasibility standards in accordance with applicable technical regulations.
  5. Issuance of SLF
    If the building is deemed suitable, the local government will issue the SLF in the form of an official certificate.
