For small-scale food businesses in Indonesia, particularly those operating as Household-Industry Food Producers (Industri Rumah Tangga Pangan/IRTP), the SPP-IRT (Sertifikat Produksi Pangan Industri Rumah Tangga) is an essential aspect. Issued by local government authorities under the guidelines of the Indonesian Food and Drug Supervisory Agency (Badan Pengawas Obat dan Makanan/BPOM), this license authorized the production and distribution for processed food made by IRTP.

What is a SPP-IRT?

The SPP-IRT is an authorization issued by a local Regent or Mayor to small-scale food businesses, also known as IRTP, to ensure that processed food products meet production and distribution compliance. It signifies that processed food meets Indonesia’s health, hygiene, and safety standards regulated by the BPOM and local government authorities.

It is particularly important for household industries producing low-risk processed foods, such as packaged snacks, dried foods, herbal drinks, and other goods that don’t require freezing or complex storage conditions. It guarantees that these products are made in a controlled, hygienic environment, minimizing potential health risks for consumers.

The label written as “PIRT” (Pangan Olahan Industri Rumah Tangga) must be displayed on the food packaging as proof of compliance with food safety regulations.

Eligibility for the SPP-IRT

Not all food products qualify for the SPP-IRT. This license specifically applies to low-risk processed food products that can maintain safety and quality under regular storage conditions.

Example of products:

  • Dried Food Products:
    Dried meat, fish, vegetables, and fruit.
  • Packaged Snacks:
    Chips, biscuits, cookies, and other shelf-stable snacks.
  • Non-Perishable Beverages:
    Herbal drinks and other beverages that do not require refrigeration.
  • Processed Grain and Flour Products:
    Noodles, dry pasta, and certain baked goods.

Products Not Required for SPP-IRT:

  1. Processed food with a shelf life of less than 7 days.
  2. Ready-to-eat processed food products.
  3. Unprocessed food that can be consumed directly or used as raw materials for further food processing.

If an IRTP repackages processed food, they must:

  1. Repackage bulk products into smaller portions for trade.
  2. Ensure the products are not imported.
  3. Obtain written approval from the original producer if the products are sourced from a production facility.
  4. Guarantee product traceability (name/address of the source, expiration date, composition, and purchase documents) when sourced from a distribution facility.

Application Process for the SPP-IRT

Obtaining the SPP-IRT involves submitting the application and ensuring compliance with post-issuance requirements to maintain product safety and transparency.

  1. Application Submission
    Submit the application through the Online Single Submission (OSS) system and the BPOM platform.
  2. Commitment Fulfillment
    After the SPP-IRT is issued, businesses must fulfill the following commitments within 6 months:
    1. Participate in Food Safety Counseling:
      Attend mandatory sessions to learn about food safety regulations and standards.
    2. Implement Good Food Production Practices (CPPB-IRT):
      Meet hygiene, sanitation, and documentation requirements to ensure safe food production.
    3. Comply with Labeling and Advertising Regulations:
      Adhere to specific labeling standards to maintain consumer transparency and regulatory compliance.

Validity and Renewal

The SPP-IRT is valid for five years. Businesses must renew the certificate to ensure continuous compliance and uninterrupted product distribution.

Key Points for Renewal:

  1. Renewal applications must be submitted no later than 1 month before the expiration date.
  2. Renewal can only be requested for the same product as previously approved under the existing registration.
  3. The process may involve submitting updated documents and undergoing inspections to comply with current regulations.

  3. The label signifies compliance with food safety standards, building trust among consumers. People are more likely to purchase products with clear certification, knowing they meet health and safety requirements.

Risks of Not Applying for SPP-IRT

Administrative Sanctions: Products without SPP-IRT may be given:

  1. Warnings.
  2. Temporary suspension of business activities if the IRTP is not comply with the Commitment Fulfillment.
  3. Cancellation of the SPP-IRT.
  4. Withdrawal of PIRT from distribution;
  5. Destruction of PIRT
  6. Revocation of the SPP-IRT. and/or
  7. Prohibition from SPP-IRT registration for three (3) years.
